The Extraterrestrial Cultural Center’s Business Plan follows the SBA guidelines and is divided into ten sections that are listed below as presented in the Plan.
Mission Statement
The mission and purpose for a network of Extraterrestrial Cultural Centers spanning the globe, is to provide an infrastructure enabling humanity to increase it interaction with Extraterrestrial races and civilizations. We understand from people having contact with ethical ET races that these races and civilizations require a significant interest by the public in friendly contact. Such an interest serves as an invitation to the ethical ETs to interfere in our affairs for the betterment of humanity. (Note: This plan is written in a manner to best suit those that experience extraterrestrial contact as a reality. Those that still experience ET contact as a hypothetical are also welcome.)
On the other hand, unethical or predatory extraterrestrial races by their very nature, require no such invitation. We further understand that these predatory races are covertly interacting and increasing their involvement with governments and the Global Elite that control governments thus endangering the whole of humanity. The ET Cultural Center is not interested in interacting with or supporting these unethical races that violate the bodies, minds and emotions of our people as in forced abduction cases and worse. We do intend to supply support services and products to abductees who have undergone experiences which point to unethical, intrusive actions by ET's.
The result of self-serving secret covert contact with unethical races is that ethical transparent ET interactions within the whole of society are, so to speak, being secretly, covertly and violently disinvited by the elite controlled shadow governments. The open, loving and transparent nature of the ethical races threaten the very existence and structure of autocratic rule over the masses of humanity. The last thing our autocratic rulers and their autocratic ET allies want is an open transparent global new world order inspired by ethical ET contact. The Extraterrestrial Cultural Center is a means, a vehicle, to invite ethical contact that will reverse the current destructive process presently in place and well underway, to provide a bright future for the whole of humanity.
Executive Summary
The Extraterrestrial Cultural Centers International (ECCI) is a nonprofit foundation created to provide a network and infrastructure for the integration of humanity into extraterrestrial realities now and in the future. It is our intention to serve humanity and the greater good, though a number of Centers spanning the globe providing a service that better integrates extraterrestrial reality into the lives of the whole of
humanity.
As envisioned the ECCI is organized to serve a number of functions or needs. It will serve these functions and needs through a Charter & Organizational Structure that includes a Board of Directors exercising their authority through a Chief Executive Officer. The CEO is responsible for the daily management of each of the corporation’s five Divisions through the Division Directors. Each Division Director is responsible for their Division and the Departments in their Division and so forth.
The Contact Division will serve as a kind of clearinghouse for contact related information and intelligence, involving communication and interface with Contact groups and individuals around the world. This Division intends to serve humanity's need to understand where Contact is taking place and which extraterrestrial or inter-dimensional civilizations are involved, and to gain as much information and intelligence about those civilizations as possible.
The Education Division will serve the need to inform and educate the public regarding extraterrestrial realities through its Departments. The Education Division is tasked to build and manage a digital and hard-copy Library and Center Archive, the Museum, classrooms & lecture hall and a Publishing House. This Division will also serve a supporting role to all other Divisions.
The Investigations and Research Division will serve the need to combine the raw intelligence coming from the Contact Division with historical contact material and databases. It will then proceed to sort, provide analysis, determine credibility and present this raw data to the public into a comprehensive Encyclopedia Galactic through its Departments. The Investigations and Research Division also will serve the needs of the Center, its Divisions and the public overall in a supporting role.
The Media Division through its Departments will serve the needs of the public and the Center through regular distributions of information such as press releases to the press, maintaining a website and blog and the creation and maintenance of social media platforms. The Media Division also will serve a supporting function in respect to the other four Divisions.
The Administration Division will be responsible for the handling of the business side of the Center not delegated to any other Division. This Division through its departments will handle the Center’s finances, legal business, operating and capital budget, general management, and fundraising needs. It will also serve a supporting role to the other four Divisions of the institution.
Organization Description
The Extraterrestrial Cultural Centers International (ECCI) is a nonprofit organizations devoted to serving public good. We believe there is a
great need by the public, recognized or not, to positively interact and interface with extraterrestrial civilizations to further humanity's evolution. We believe earth society is entering into a transition phase towards acceptance of ET reality and needs to transition in a manner that is positive for humanity and for ethical extraterrestrials.
We believe this transition is well underway and taking place as evidenced by tens of thousands of cases of ET contact and millions of sightings of ET craft in our skies and in space. However, we also believe this transition is in a large part being controlled by secret shadow governments linked to global special interests that is very damaging to humanities future. While some ET technologies are secretly being introduced into our society making trillions of dollars for global special interests, others are being suppressed because these industries would go the way of the gas light companies when the electric light bulb was invented. For instance cheap non-polluting energy sources associated with ET technologies would break the monopoly of the fossil fuels industry and save the global environment.
We hope to mitigate the societal damage going forward by creating an institutional infrastructure to support the intervention by ethical extraterrestrials to openly disclose and end the shadow government UFO/ET cover-up. We believe that currently global governments and institutions are secretly disinviting the ethical ET races and civilizations, in favor of less ethical ones, in order to exploit knowledge and technology for selfish ends. People claiming ethical ET contact are telling us that because these ethical races are ethical they cannot interfere to a large degree in humanities affairs without an invitation. In other words they, by their own ethical morality, cannot crash the
party so to speak, something the less ethical races can do by secretly infiltrating and subverting our society through the ruling class.
Contact people we trust are telling us that the more that people welcome ethical ETs to join with us, the more they can interfere on behalf of humanity. Therefore the ECCI intends to create infrastructure to interface and unite the contact groups around the world toward this need or goal of open, transparent contact with ethical extraterrestrial races. In addition this institution and its network of ET Cultural Centers
around the world will work to gather intelligence and historical data to present to the public in a clear, organized manner as in the Encyclopedia Galactica, and by other means such as through the media.
We are building this organization within a much larger group of people loosely called the UFO/ET community. Many services are being provided to the Community and the public in regards to the collection of data on craft sightings, collection and distribution of declassified and leaked government documents, etc. In addition tens of thousands of people are now claiming to be engaged in extraterrestrial and inter-dimensional contact all around the world as individuals and as groups.
We believe that there is a great need to increase the number of contact people and groups worldwide, and to organize with them in order to educate ourselves and the public at large. We need to increase and broaden the current interface between humanity and ET in preparation for a much smoother evolutionary transition into extraterrestrial reality. Many groups in the UFO/ET community such as MUFON are still far behind in even acknowledging ET reality, let alone interface with it. There are some large contact groups affiliated with Dr. Steven Greer’s CSETI, or that have spun off independently from CSETI that are involved in contact. There are large numbers of smaller contact groups and individuals all around the world speaking in many different languages also involved in contact.
The problem we have is nobody really knows what is going on other than their little clump of trees in the forest. What the Center intends to
do is reach out and network with everybody involved in contact to become a kind of clearing house of contact related information and historical contact cases and data. Albert Rosales alone has compiled a humanoid case database of over 17000 cases and this database is only
one of many such databases. The problem here is making sense out of this huge number of historical contact cases. In this regard the Center should be able to process this down in a detailed manner for both the Center and for the public. Manuel Lamiroy also has a huge database of not just humanoids, but other types of ET cases as well.
The Center is drawing on the expertise of many qualified people with decades of experience in extraterrestrial contact and contact cases. I, Ed Komarek, for instance have spent 40 years researching and investigating contact cases. I have compressed most everything I have learned into my disclosure book UFO Exopolitics and the New World Disorder. The concept for the Center came to me only several days after I made my book free to be read or downloaded on its own website. The Center is a natural outgrowth of the concepts and contact evidence presenting in the book. My book defines the concepts and presents the evidence, while the Center is the action plan toward using this knowledge to benefit humanity.
Market Analysis
The overall market for the Extraterrestrial Cultural Center should include the UFO/ET community in general, as well as that portion of the public interested in UFOs and extraterrestrial or inter-dimensional contact around the globe. A recent survey published in Live Science estimates that approximately one third of the population in the United States believes UFOs are real. This survey finds that 80 million Americans or 36% of the population believe UFOs to be real and one in ten claim to have witnessed an alien spaceship. The National Geographic Channel commissioned the survey by Kenton Research.
As to the question, Do you believe aliens have visited earth, 36% said yes, 48% said not sure, and 17% said no. Seventy seven Americans said
there are signs that aliens have visited earth even if they have not made up their minds yet. These findings are very similar to a 2008 Scripps Howard News Service survey that found that roughly a third of the American population believe that alien visitation is happening or likely to be happening. These figures could even be higher in other countries where the mainstream media is more forthcoming on extraterrestrial contact.
Obviously this is a very large market indicating major public interest in extraterrestrial contact. A sub-set of this huge global market would the Global UFO/ET community that has a very strong interest in the subject, but I have not seen any kind of survey as to how large the global UFO/ET community is, but it must involve millions of people at the very least. Much of this community is still bogged down in collection and analysis and has not moved into the much smaller subset of the Community involved in what is now called Exopolitics. Exopolitics is involved with the issues and implications of contact that involve many different extraterrestrial and inter-dimensional types of beings, human, humanoid, or other.
There are two main target markets for the Extraterrestrial Contact Center that includes those directly and indirectly involved in friendly ethical ET contact, and this huge secondary market including roughly one third of our global population. The ET contact market could be considered to be our primary focus, with public education to this huge secondary market our secondary focus. Our Contact Division’s focus is primarily to the contact market, while our Education, Investigations & Research and Media Division will focus more on this very large secondary market, while still being very involved with the contact market.
While surveys can give us some idea of this huge secondary market it’s much more difficult to determine the size and scope of extraterrestrial contact, not only just in the United States, but in other countries as well. In addition there are language divisions that hamper communications and understanding across language barriers. I don’t think anybody involved in contact or contact research really have any idea of how big the contact market is, so one of the tasks the Center’s Contact Division is already occupied with is to build a list of global contact organizations and enter into communication with all these contact organizations and individual contact people.
For example Kosta Makreas founded the “The Global CE-5 Contact” initiative under Dr. Steven Greer and helped the Facebook CSETI group get started. Kosta has also founded the a independent group using the website http://etletstalk.org/ that is leading the way in teaching the world how to use the CE-5 protocols to make individual or group contact – bypassing governments and other authorities. Kosta tells me this group alone has 5000 members and has 150 -200 teams in 30 countries involved in contact work every month.
The size of the market share the Extraterrestrial Cultural Center will gain depends on how large and fast we can grow the organization. Unlike a for-profit business we are a non-profit organization intent on providing needed services to our primary market and our huge secondary market in areas where these needs are not presently being met. We are not interested in competing in areas that are well served, but instead concentrate our efforts in areas presently not being served well. One of these areas is to act as a clearinghouse of Contact related information both historical and real time. There are no organizations large enough or focused enough to pull all the contact related information together in some kind of useable form. We aim to do this in our primary contact market and to some degree in the larger more expansive secondary market.
We do not anticipate any excessive regulatory restrictions other than those usual for a business operating in many countries in many regulatory frameworks. We anticipate legal and tax regulations to contend with once the Center is incorporated and also permitting for the construction of the physical network of Extraterrestrial Cultural Centers in various countries. For now it is enough to build virtual organization through the internet and then start building physical infrastructure with incorporation.
The most serious barrier to our entering into our markets on a large scale is our ability to gain multi-million dollar funding. This funding in
turn is going to be based on just how organized we can become as we develop on a limited operating budget. We hope to attract more and more highly skilled professional business managers and fundraisers as the organization grows, who will then be able to greatly increase the operating budget and obtain funding for our capital projects. We don’t anticipate manpower to be that much of a problem, as many will see and understand as we do the importance of this project for the benefit of humanity.
We do have a wonderful window of opportunity at this time in human history to grow this institution, and if we grow too slowly, others will surely come along to serve this market for better or for worse. At the very least we will have conceptualized this Extraterrestrial Cultural Center for others to build upon, and at the most, evolve this organization forward to better address the problems at hand better than any other group.
Organization & Management
The concept for our Extraterrestrial Cultural Center International (ECCI) formed in the mind of Ed Komarek several days after he made his disclosure book 'UFOs Exopolitics and the New World Disorder' free to read and download from its website. (Ed has over 40 years of experience in the UFO/ET field and is on good terms with most of the key individuals in the UFO/ET field, as well as being one of the founders of the relatively new field of Exopolitics evolving out the more general UFO/ET field.) Ed’s disclosure book is recognized by the Center to be a general evidentiary and conceptual basis for Center’s activities. http://authors.exopaedia.org/edkomarek/index.html )
Ed remembers noticing something on the Internet where UFO/ET investigator and researcher Wendelle Stevens claimed to have been approached by an extraterrestrial interested in the creation of a cultural center. Two or three days later he woke up in the middle of the night with the concept forming in his mind and wrote the first of three blog articles conceptualizing the Center that were published in UFO Digest and circulated to 220 Facebook Groups. The organization then began to grow organically whereby its key members have been taking on changing management positions and conceptual roles as needed as the Center grows on Facebook. The organization will of course over time outgrow Facebook into a larger arena.
Initially, Dave Blank, Adrian Leggett, and Ed Komarek, set up a public Facebook page called Extraterrestrial Cultural Center and five Center Facebook Division Pages. Ed then posted to his 220 Facebook groups that the Center was open for business and this generated a surge of new members. From these members several more people became involved and filled out the Division Director positions, followed by the Department Director positions, all with newly created Facebook pages. Presently Mike Jamieson, Marieke Landsmeer ("Mica"), George Norrell, Adrian Boniardi, Angela Johnston, Nancy Hundrup, Gary Opit, Janice Tremeear, Polly Dallas, Ashley Epstein and Madeline Rudy, have become involved. The names of our Center Public Page and our five Divisions, link to their Facebook pages. Extraterrestrial Contact Center, CENTER MEDIA DIVISION, CENTER INVESTIGATIONS & RESEARCH, CENTER CONTACT DIVISION, CENTER EDUCATION DIVISON, and CENTER ADMINISTRATION DIVISION.
Most of us in these initial conceptual and management stages of organization are conceptual people with little or no management experience who are learning management by the seat of our pants, so to speak. In a way this is a good thing, because as some of us move up the management ladder to the Board of Directors we will have intimate, hands on, knowledge of the Center and its concepts. Our job for the present is to get the Center organized to the point where competent experienced management can come on board to, where needed, take over the management, legal, and fundraising positions for a rapidly evolving and growing organization.
As envisioned the Center will be incorporated as a legal non-profit corporation with a Charter, Board of Directors, Advisory Board of Directors, CEO, CFO, COO, etc. At present Ed Komarek has taken on the very temporary position of CEO until a qualified CEO can be found and a legal corporation created. It is generally recognized among us all that Ed Komarek is key to the conceptual integrity of the Center and this is where the buck stops in regard to conceptual issues being raised as we evolve the Center. Mica Gemini is moving from a Division Director to temporary Chief Operating Officer (COO) because of her dedication and management experience.
Mica's Organizational Chart (Organigram) will be regularly updated to take in account the the rapidly changing roles the organizers of the Center are taking on. Once the Center has a legal basis and an operating budget hopefully the organization roles being played will begin to become more stable and permanent. At present there are no paid employees. As the Center grows this section of the Business plan and the Business plan in general will be regularly updated and expanded as necessary.
Service or Product Line
The public services that the Extraterrestrial Cultural Center (ECC) will be providing cover a broad area of the extraterrestrial contact market.
Our Contact Division will be gathering Contact intelligence and providing Contact services to the public. The Contact Division is and will be delivering direct Contact intelligence to the public on the number, size and locations of Contact groups and individuals working around the globe to establish friendly relations with ethical extraterrestrial races and civilizations. The Contact Division by interfacing and monitoring other groups and organizations will also send information for analysis to the Investigations & Research Division. While the Contact Division may have its own contact and diplomatic teams, its primary mission and purpose with be to act as a clearinghouse for contact related information.
The Contact Division working in conjunction with the Investigation & Research and Education Divisions will provide to the public many more services and products. These services and products range from raw data on Contact to compiled and processed information as in the Encyclopedia Galactica, published Contact works, and material presented to the public and researchers in the Center’s museum, archive, and library.
Currently the Contact market is growing rapidly but it is nevertheless is quite fragmented, with hardly anyone keeping tract in any particular groups as to what other groups are doing around the world. The Extraterrestrial Cultural Center is uniquely positioned to provide services to increase unity and cohesion amongst contact groups worldwide so as to establish a united front in the struggle to bring about an enlightened future to mankind. An additional problem that Contact groups and individuals are struggling with is fear of the unknown. We intend to provide and are even now providing counseling services and information on Contact to the public, and to Contactees, to reduce the fears associated with Contact.
A third problem or obstacle the Center is well positioned to address now and in the future is the language and culturally related barriers around the world. Already we see that the Western countries and Asian countries are approaching Contact using modern conceptual perspectives with religion taking a back seat to secular perspectives. However in South America in the Spanish speaking countries religion plays a prominent role in Contact perspectives that go back thousands of years, as is also true for the Middle Eastern countries. Centers in different regions and countries will need to adapt to the prevailing perspectives in those countries and regions.
While the UFO/ET community in general is quite large involving hundreds of thousands of people, it is nevertheless bogged down at the stage of collection and analysis, with few people and groups moving beyond this stage to the issues and implications of Contact. Therefore the
Extraterrestrial Cultural Center is well positioned to serve the Contact market, even though much of the public and the UFO/ET community are still debating the reality of Contact,
The Extraterrestrial Cultural Center is at the very early stages of its product or service cycle focused mostly at present on building initial organization and services. We hope to soon incorporate, receive funding and have an operating budget. The people building this organization are giving their time and monies for free to the Center until advanced management, legal status, and fundraising abilities are in place.
Research& Development activities are at a very early stage in our Contact, Investigations & Research (I&R), and Education Divisions. I&R is trying to get a handle on the huge databases already compiled on contact and on how to proceed. Contact is already gathering intelligence on global contact groups and interfacing with some groups. Education is working on building a library and archive material. Our Media Division has been researching and building infrastructure such as webpage, blog, social community sites, etc. The Administration Division is working hard to build and update the Center’s business plan, so as to pull all the conceptual work done to date into a tight, well-articulated, format.
Marketing & Sales
The way the Extraterrestrial Cultural Center intends to implement its marketing and sales strategy, is to market its services and products to the contact market, the UFO/ET community, and the public in general, through its Media and Education Divisions. The Media Division will market Center services through, social media, press releases, advertising, and mainstream and alternative media outlets. The Education Division will market the Center and its service products through its publishing, classes, lectures, and through the Center Museum Department.
The Extraterrestrial Cultural Center’s overall marketing strategy is composed of four strategies, penetration, growth, channels, and communications. We have started market penetration primarily on Facebook where we post our activities and recruit membership on our Extraterrestrial Contact Center public Facebook page and on hundreds of other Facebook group pages in the UFO/ET and conspiracy community. We are building platforms on other social media sites like Google, Twitter, and LinkedIn. We have our own Center Webpage and Blog. We are building press lists to distribute our press releases to our consumers and reach potential new recruits, and to reach out to the broadcast and print mainstream and alternative Internet media.
The Center’s current growth strategy is to build organization, obtain funding, and human resources through our Contact, Media and Education Divisions and to some degree by publicity generated though our Investigation & Research Division. The Center’s channels of distribution strategy flow through Media Division and Education Division channels out to the general public, the UFO/ET market, and the contact market where hopefully other individuals and groups will share our services with others. Our communications strategy will be a combination of promotions, advertising, public relations, press releases, social media, personal selling, and printed materials such as brochures, catalogs, flyers, etc.
The Extraterrestrial Cultural Centers overall sales strategy includes two primary elements, a sales force strategy and a sales activities strategy. Presently and for the short term, the Center will have to rely on free help and not on wages for its sales force strategy. We can continue to ramp up our presence on social media, Internet Media, and Mainstream media to add to our sales force through our Media and Education Divisions.
The Center’s sales activities strategy will continue to focus on our primary market the contact market, and our secondary public market and the greater UFO/ET community. Having started our marketing in the social media we are now branching out into the alternative media, and the mainstream print and broadcast media. Advertising is not an option until we become a legal entity and gain funding and an operating budget.
Funding Request
Before the Extraterrestrial Cultural Center can request funding we must have our organization conceptualized and organized well enough to attract a professional management team. It is envisioned that this professional management team, organized and guided by a professional CEO, will take the Center from its present rudimentary state of development forward. It will be the job of the CEO and his or her management team to make the Center a legal entity, continue to build organization, and get the funding for the Center its Divisions and Departments.
The first order of business for this management team should be to attain legal status for the Center as a non-profit corporation, and to proceed to gather initial funds for a modest operating budget for the short term. The long term goal being set for management is to build a multi-million dollar endowment fund to ensure the long term survivability of this organization, and a multi-million dollar capital fund to fund the construction of a global network of Extraterrestrial Cultural Centers worldwide.
At present we have no current funding requirement, but once the Center is incorporated, it is envisioned that an operating budget of 20,000 dollars for the first year would be needed. Some of this would be used for expenses related to incorporation and the cost of building media platforms to market the Center. We would also like to compensate those to some small degree who are presently giving their labor and time to the Center for free.
As far future funding requirements over the next five years, we envision that at least one of the Centers facilities should be under construction during that period providing all goes as planned and the money comes flowing in to make this a reality. If we don’t have this kind of multi-million dollar funding then we fall back to a more modest growth commiserate with the funding we are able to raise. In our best case scenario we would need a five year operating budget of a million dollars, and a five year capital budget for Center construction of 10-12 million dollars. This budget could be less for less developed countries, and more for highly developed countries.
While I Ed Komarek and my associates have the experience and competence to handle the ET side of things, it is essential that we have a competent professional management team to complement our efforts. This management team should have the management experience and fundraising experience and networks that the ET team lacks. We will then have to work out legal arrangements of a partnership so to speak, where each side does not overly interfere with the efforts of the other, or dominate the other. We have to work together as a cohesive unit, so that funding sources do not dominate and control the organization as often happens over time.
As with all sections of the Business Plan this funding section will be periodically revised, edited, clarified, and expanded as this organization grows beyond obtaining legal status as a non-profit.
Financial Projections
This section of the Extraterrestrial Contact Center’s business plan must wait until somebody competent enough comes on board to do this section of the plan. This writer is not competent enough to do this section. There is no historical financial data at present related to our Centers performance. A more competent person should be able to supply and outline Prospective Financial Data for this section.

This Division intends to serve humanity's need to understand where Contact is taking place and which extraterrestrial or inter-dimensional civilizations are involved, and to gain as much information and intelligence about those civilizations as possible.
The Education Division will serve the need to inform and educate the public regarding extraterrestrial realities through its Departments. The Education Division is tasked to build and manage a digital and hard-copy Library and Center Archive, the Museum, classrooms & lecture hall and a Publishing House. This Division will also serve a supporting role to all other Divisions.
The Investigations and Research Division will serve the need to combine the raw intelligence coming from the Contact Division with historical contact material and databases. It will then proceed to sort, provide analysis, determine credibility and present this raw data to the public into a comprehensive Encyclopedia Galactic through its Departments. The Investigations and Research Division also will serve the needs of the Center, its Divisions and the public overall in a supporting role.
The Media Division through its Departments will serve the needs of the public and the Center through regular distributions of information such as press releases to the press, maintaining a website and blog and the creation and maintenance of social media platforms. The Media Division also will serve a supporting function in respect to the other four Divisions.
The Administration Division will be responsible for the handling of the business side of the Center not delegated to any other Division. This Division through its departments will handle the Center’s finances, legal business, operating and capital budget, general management, and fundraising needs. It will also serve a supporting role to the other four Divisions of the institution.
Organization Description
The Extraterrestrial Cultural Centers International (ECCI) is a nonprofit organizations devoted to serving public good. We believe there is a
great need by the public, recognized or not, to positively interact and interface with extraterrestrial civilizations to further humanity's evolution. We believe earth society is entering into a transition phase towards acceptance of ET reality and needs to transition in a manner that is positive for humanity and for ethical extraterrestrials.
We believe this transition is well underway and taking place as evidenced by tens of thousands of cases of ET contact and millions of sightings of ET craft in our skies and in space. However, we also believe this transition is in a large part being controlled by secret shadow governments linked to global special interests that is very damaging to humanities future. While some ET technologies are secretly being introduced into our society making trillions of dollars for global special interests, others are being suppressed because these industries would go the way of the gas light companies when the electric light bulb was invented. For instance cheap non-polluting energy sources associated with ET technologies would break the monopoly of the fossil fuels industry and save the global environment.
We hope to mitigate the societal damage going forward by creating an institutional infrastructure to support the intervention by ethical extraterrestrials to openly disclose and end the shadow government UFO/ET cover-up. We believe that currently global governments and institutions are secretly disinviting the ethical ET races and civilizations, in favor of less ethical ones, in order to exploit knowledge and technology for selfish ends. People claiming ethical ET contact are telling us that because these ethical races are ethical they cannot interfere to a large degree in humanities affairs without an invitation. In other words they, by their own ethical morality, cannot crash the
party so to speak, something the less ethical races can do by secretly infiltrating and subverting our society through the ruling class.
Contact people we trust are telling us that the more that people welcome ethical ETs to join with us, the more they can interfere on behalf of humanity. Therefore the ECCI intends to create infrastructure to interface and unite the contact groups around the world toward this need or goal of open, transparent contact with ethical extraterrestrial races. In addition this institution and its network of ET Cultural Centers
around the world will work to gather intelligence and historical data to present to the public in a clear, organized manner as in the Encyclopedia Galactica, and by other means such as through the media.
We are building this organization within a much larger group of people loosely called the UFO/ET community. Many services are being provided to the Community and the public in regards to the collection of data on craft sightings, collection and distribution of declassified and leaked government documents, etc. In addition tens of thousands of people are now claiming to be engaged in extraterrestrial and inter-dimensional contact all around the world as individuals and as groups.
We believe that there is a great need to increase the number of contact people and groups worldwide, and to organize with them in order to educate ourselves and the public at large. We need to increase and broaden the current interface between humanity and ET in preparation for a much smoother evolutionary transition into extraterrestrial reality. Many groups in the UFO/ET community such as MUFON are still far behind in even acknowledging ET reality, let alone interface with it. There are some large contact groups affiliated with Dr. Steven Greer’s CSETI, or that have spun off independently from CSETI that are involved in contact. There are large numbers of smaller contact groups and individuals all around the world speaking in many different languages also involved in contact.
The problem we have is nobody really knows what is going on other than their little clump of trees in the forest. What the Center intends to
do is reach out and network with everybody involved in contact to become a kind of clearing house of contact related information and historical contact cases and data. Albert Rosales alone has compiled a humanoid case database of over 17000 cases and this database is only
one of many such databases. The problem here is making sense out of this huge number of historical contact cases. In this regard the Center should be able to process this down in a detailed manner for both the Center and for the public. Manuel Lamiroy also has a huge database of not just humanoids, but other types of ET cases as well.
The Center is drawing on the expertise of many qualified people with decades of experience in extraterrestrial contact and contact cases. I, Ed Komarek, for instance have spent 40 years researching and investigating contact cases. I have compressed most everything I have learned into my disclosure book UFO Exopolitics and the New World Disorder. The concept for the Center came to me only several days after I made my book free to be read or downloaded on its own website. The Center is a natural outgrowth of the concepts and contact evidence presenting in the book. My book defines the concepts and presents the evidence, while the Center is the action plan toward using this knowledge to benefit humanity.
Market Analysis
The overall market for the Extraterrestrial Cultural Center should include the UFO/ET community in general, as well as that portion of the public interested in UFOs and extraterrestrial or inter-dimensional contact around the globe. A recent survey published in Live Science estimates that approximately one third of the population in the United States believes UFOs are real. This survey finds that 80 million Americans or 36% of the population believe UFOs to be real and one in ten claim to have witnessed an alien spaceship. The National Geographic Channel commissioned the survey by Kenton Research.
As to the question, Do you believe aliens have visited earth, 36% said yes, 48% said not sure, and 17% said no. Seventy seven Americans said
there are signs that aliens have visited earth even if they have not made up their minds yet. These findings are very similar to a 2008 Scripps Howard News Service survey that found that roughly a third of the American population believe that alien visitation is happening or likely to be happening. These figures could even be higher in other countries where the mainstream media is more forthcoming on extraterrestrial contact.
Obviously this is a very large market indicating major public interest in extraterrestrial contact. A sub-set of this huge global market would the Global UFO/ET community that has a very strong interest in the subject, but I have not seen any kind of survey as to how large the global UFO/ET community is, but it must involve millions of people at the very least. Much of this community is still bogged down in collection and analysis and has not moved into the much smaller subset of the Community involved in what is now called Exopolitics. Exopolitics is involved with the issues and implications of contact that involve many different extraterrestrial and inter-dimensional types of beings, human, humanoid, or other.
There are two main target markets for the Extraterrestrial Contact Center that includes those directly and indirectly involved in friendly ethical ET contact, and this huge secondary market including roughly one third of our global population. The ET contact market could be considered to be our primary focus, with public education to this huge secondary market our secondary focus. Our Contact Division’s focus is primarily to the contact market, while our Education, Investigations & Research and Media Division will focus more on this very large secondary market, while still being very involved with the contact market.
While surveys can give us some idea of this huge secondary market it’s much more difficult to determine the size and scope of extraterrestrial contact, not only just in the United States, but in other countries as well. In addition there are language divisions that hamper communications and understanding across language barriers. I don’t think anybody involved in contact or contact research really have any idea of how big the contact market is, so one of the tasks the Center’s Contact Division is already occupied with is to build a list of global contact organizations and enter into communication with all these contact organizations and individual contact people.
For example Kosta Makreas founded the “The Global CE-5 Contact” initiative under Dr. Steven Greer and helped the Facebook CSETI group get started. Kosta has also founded the a independent group using the website http://etletstalk.org/ that is leading the way in teaching the world how to use the CE-5 protocols to make individual or group contact – bypassing governments and other authorities. Kosta tells me this group alone has 5000 members and has 150 -200 teams in 30 countries involved in contact work every month.
The size of the market share the Extraterrestrial Cultural Center will gain depends on how large and fast we can grow the organization. Unlike a for-profit business we are a non-profit organization intent on providing needed services to our primary market and our huge secondary market in areas where these needs are not presently being met. We are not interested in competing in areas that are well served, but instead concentrate our efforts in areas presently not being served well. One of these areas is to act as a clearinghouse of Contact related information both historical and real time. There are no organizations large enough or focused enough to pull all the contact related information together in some kind of useable form. We aim to do this in our primary contact market and to some degree in the larger more expansive secondary market.
We do not anticipate any excessive regulatory restrictions other than those usual for a business operating in many countries in many regulatory frameworks. We anticipate legal and tax regulations to contend with once the Center is incorporated and also permitting for the construction of the physical network of Extraterrestrial Cultural Centers in various countries. For now it is enough to build virtual organization through the internet and then start building physical infrastructure with incorporation.
The most serious barrier to our entering into our markets on a large scale is our ability to gain multi-million dollar funding. This funding in
turn is going to be based on just how organized we can become as we develop on a limited operating budget. We hope to attract more and more highly skilled professional business managers and fundraisers as the organization grows, who will then be able to greatly increase the operating budget and obtain funding for our capital projects. We don’t anticipate manpower to be that much of a problem, as many will see and understand as we do the importance of this project for the benefit of humanity.
We do have a wonderful window of opportunity at this time in human history to grow this institution, and if we grow too slowly, others will surely come along to serve this market for better or for worse. At the very least we will have conceptualized this Extraterrestrial Cultural Center for others to build upon, and at the most, evolve this organization forward to better address the problems at hand better than any other group.
Organization & Management
The concept for our Extraterrestrial Cultural Center International (ECCI) formed in the mind of Ed Komarek several days after he made his disclosure book 'UFOs Exopolitics and the New World Disorder' free to read and download from its website. (Ed has over 40 years of experience in the UFO/ET field and is on good terms with most of the key individuals in the UFO/ET field, as well as being one of the founders of the relatively new field of Exopolitics evolving out the more general UFO/ET field.) Ed remembers noticing something on the Internet where UFO/ET investigator and researcher Wendelle Stevens claimed to have been approached by an extraterrestrial interested in the creation of a cultural center. Two or three days later he woke up in the middle of the night with the concept forming in his mind and wrote the first of three blog articles conceptualizing the Center that were published in UFO Digest and circulated to 220 Facebook Groups. The organization then began to grow organically whereby its key members have been taking on changing management positions and conceptual roles as needed as the Center grows on Facebook. The organization will of course over time outgrow Facebook into a larger arena.
Initially, Dave Blank, Adrian Leggett, and Ed Komarek, set up a public Facebook page called Extraterrestrial Cultural Center and five Center Facebook Division Pages. Ed then posted to his 220 Facebook groups that the Center was open for business and this generated a surge of new members. From these members several more people became involved and filled out the Division Director positions, followed by the Department Director positions, all with newly created Facebook pages. Presently Mike Jamieson, Marieke Landsmeer ("Mica"), George Norrell, Adrian Boniardi, Angela Johnston, Nancy Hundrup, Gary Opit, Janice Tremeear, Polly Dallas, Ashley Epstein and Madeline Rudy, have become involved. The names of our Center Public Page and our five Divisions, link to their Facebook pages. Extraterrestrial Contact Center, CENTER MEDIA DIVISION, CENTER INVESTIGATIONS & RESEARCH, CENTER CONTACT DIVISION, CENTER EDUCATION DIVISON, and CENTER ADMINISTRATION DIVISION.
Most of us in these initial conceptual and management stages of organization are conceptual people with little or no management experience who are learning management by the seat of our pants, so to speak. In a way this is a good thing, because as some of us move up the management ladder to the Board of Directors we will have intimate, hands on, knowledge of the Center and its concepts. Our job for the present is to get the Center organized to the point where competent experienced management can come on board to, where needed, take over the management, legal, and fundraising positions for a rapidly evolving and growing organization.
As envisioned the Center will be incorporated as a legal non-profit corporation with a Charter, Board of Directors, Advisory Board of Directors, CEO, CFO, COO, etc. At present Ed Komarek has taken on the very temporary position of CEO until a qualified CEO can be found and a legal corporation created. It is generally recognized among us all that Ed Komarek is key to the conceptual integrity of the Center and this is where the buck stops in regard to conceptual issues being raised as we evolve the Center. Mica Gemini is moving from a Division Director to temporary Chief Operating Officer (COO) because of her dedication and management experience.
Mica's Organizational Chart (Organigram) will be regularly updated to take in account the the rapidly changing roles the organizers of the Center are taking on. Once the Center has a legal basis and an operating budget hopefully the organization roles being played will begin to become more stable and permanent. At present there are no paid employees. As the Center grows this section of the Business plan and the Business plan in general will be regularly updated and expanded as necessary.
Service or Product Line
The public services that the Extraterrestrial Cultural Center (ECC) will be providing cover a broad area of the extraterrestrial contact market.
Our Contact Division will be gathering Contact intelligence and providing Contact services to the public. The Contact Division is and will be delivering direct Contact intelligence to the public on the number, size and locations of Contact groups and individuals working around the globe to establish friendly relations with ethical extraterrestrial races and civilizations. The Contact Division by interfacing and monitoring other groups and organizations will also send information for analysis to the Investigations & Research Division. While the Contact Division may have its own contact and diplomatic teams, its primary mission and purpose with be to act as a clearinghouse for contact related information.
The Contact Division working in conjunction with the Investigation & Research and Education Divisions will provide to the public many more services and products. These services and products range from raw data on Contact to compiled and processed information as in the Encyclopedia Galactica, published Contact works, and material presented to the public and researchers in the Center’s museum, archive, and library.
Currently the Contact market is growing rapidly but it is nevertheless is quite fragmented, with hardly anyone keeping tract in any particular groups as to what other groups are doing around the world. The Extraterrestrial Cultural Center is uniquely positioned to provide services to increase unity and cohesion amongst contact groups worldwide so as to establish a united front in the struggle to bring about an enlightened future to mankind. An additional problem that Contact groups and individuals are struggling with is fear of the unknown. We intend to provide and are even now providing counseling services and information on Contact to the public, and to Contactees, to reduce the fears associated with Contact.
A third problem or obstacle the Center is well positioned to address now and in the future is the language and culturally related barriers around the world. Already we see that the Western countries and Asian countries are approaching Contact using modern conceptual perspectives with religion taking a back seat to secular perspectives. However in South America in the Spanish speaking countries religion plays a prominent role in Contact perspectives that go back thousands of years, as is also true for the Middle Eastern countries. Centers in different regions and countries will need to adapt to the prevailing perspectives in those countries and regions.
While the UFO/ET community in general is quite large involving hundreds of thousands of people, it is nevertheless bogged down at the stage of collection and analysis, with few people and groups moving beyond this stage to the issues and implications of Contact. Therefore the
Extraterrestrial Cultural Center is well positioned to serve the Contact market, even though much of the public and the UFO/ET community are still debating the reality of Contact,
The Extraterrestrial Cultural Center is at the very early stages of its product or service cycle focused mostly at present on building initial organization and services. We hope to soon incorporate, receive funding and have an operating budget. The people building this organization are giving their time and monies for free to the Center until advanced management, legal status, and fundraising abilities are in place.
Research& Development activities are at a very early stage in our Contact, Investigations & Research (I&R), and Education Divisions. I&R is trying to get a handle on the huge databases already compiled on contact and on how to proceed. Contact is already gathering intelligence on global contact groups and interfacing with some groups. Education is working on building a library and archive material. Our Media Division has been researching and building infrastructure such as webpage, blog, social community sites, etc. The Administration Division is working hard to build and update the Center’s business plan, so as to pull all the conceptual work done to date into a tight, well-articulated, format.
Marketing & Sales
The way the Extraterrestrial Cultural Center intends to implement its marketing and sales strategy, is to market its services and products to the contact market, the UFO/ET community, and the public in general, through its Media and Education Divisions. The Media Division will market Center services through, social media, press releases, advertising, and mainstream and alternative media outlets. The Education Division will market the Center and its service products through its publishing, classes, lectures, and through the Center Museum Department.
The Extraterrestrial Cultural Center’s overall marketing strategy is composed of four strategies, penetration, growth, channels, and communications. We have started market penetration primarily on Facebook where we post our activities and recruit membership on our Extraterrestrial Contact Center public Facebook page and on hundreds of other Facebook group pages in the UFO/ET and conspiracy community. We are building platforms on other social media sites like Google, Twitter, and LinkedIn. We have our own Center Webpage and Blog. We are building press lists to distribute our press releases to our consumers and reach potential new recruits, and to reach out to the broadcast and print mainstream and alternative Internet media.
The Center’s current growth strategy is to build organization, obtain funding, and human resources through our Contact, Media and Education Divisions and to some degree by publicity generated though our Investigation & Research Division. The Center’s channels of distribution strategy flow through Media Division and Education Division channels out to the general public, the UFO/ET market, and the contact market where hopefully other individuals and groups will share our services with others. Our communications strategy will be a combination of promotions, advertising, public relations, press releases, social media, personal selling, and printed materials such as brochures, catalogs, flyers, etc.
The Extraterrestrial Cultural Centers overall sales strategy includes two primary elements, a sales force strategy and a sales activities strategy. Presently and for the short term, the Center will have to rely on free help and not on wages for its sales force strategy. We can continue to ramp up our presence on social media, Internet Media, and Mainstream media to add to our sales force through our Media and Education Divisions.
The Center’s sales activities strategy will continue to focus on our primary market the contact market, and our secondary public market and the greater UFO/ET community. Having started our marketing in the social media we are now branching out into the alternative media, and the mainstream print and broadcast media. Advertising is not an option until we become a legal entity and gain funding and an operating budget.
Funding Request
Before the Extraterrestrial Cultural Center can request funding we must have our organization conceptualized and organized well enough to attract a professional management team. It is envisioned that this professional management team, organized and guided by a professional CEO, will take the Center from its present rudimentary state of development forward. It will be the job of the CEO and his or her management team to make the Center a legal entity, continue to build organization, and get the funding for the Center its Divisions and Departments.
The first order of business for this management team should be to attain legal status for the Center as a non-profit corporation, and to proceed to gather initial funds for a modest operating budget for the short term. The long term goal being set for management is to build a multi-million dollar endowment fund to ensure the long term survivability of this organization, and a multi-million dollar capital fund to fund the construction of a global network of Extraterrestrial Cultural Centers worldwide.
At present we have no current funding requirement, but once the Center is incorporated, it is envisioned that an operating budget of 20,000 dollars for the first year would be needed. Some of this would be used for expenses related to incorporation and the cost of building media platforms to market the Center. We would also like to compensate those to some small degree who are presently giving their labor and time to the Center for free.
As far future funding requirements over the next five years, we envision that at least one of the Centers facilities should be under construction during that period providing all goes as planned and the money comes flowing in to make this a reality. If we don’t have this kind of multi-million dollar funding then we fall back to a more modest growth commiserate with the funding we are able to raise. In our best case scenario we would need a five year operating budget of a million dollars, and a five year capital budget for Center construction of 10-12 million dollars. This budget could be less for less developed countries, and more for highly developed countries.
While I Ed Komarek and my associates have the experience and competence to handle the ET side of things, it is essential that we have a competent professional management team to complement our efforts. This management team should have the management experience and fundraising experience and networks that the ET team lacks. We will then have to work out legal arrangements of a partnership so to speak, where each side does not overly interfere with the efforts of the other, or dominate the other. We have to work together as a cohesive unit, so that funding sources do not dominate and control the organization as often happens over time.
As with all sections of the Business Plan this funding section will be periodically revised, edited, clarified, and expanded as this organization grows beyond obtaining legal status as a non-profit.
Financial Projections
This section of the Extraterrestrial Contact Center’s business plan must wait until somebody competent enough comes on board to do this section of the plan. This writer is not competent enough to do this section. There is no historical financial data at present related to our Centers performance. A more competent person should be able to supply and outline Prospective Financial Data for this section.
